Item Description
Construction Inspection Services Added Travel Lanes, Bridge Replacements, and Bridge Rehabilitation on I-70 from 0.76 miles W of SR-39 through SR-267 interchange.
Item Work Description
The selected firm shall provide construction inspection services for the INDOT Crawfordsville District on construction contract R-43714 which includes Des. Nos. 2002959 (lead), 2301294, 2301297, 2301298, 2301299, 2301300, 2301303, 2301304, 2301305, 2301306, 2301307, 2301308, 2501088, and 2501089. Construction Manager/General Contractor (CMGC), Progressive Design-Build (PDB), or similar. The anticipated Letting Date is 12/9/2026. The projected time period of need for construction inspection through substantial completion is estimated from 2/4/2027 to 11/30/2029. INDOT anticipates needing the following: One (1) Project Engineer/Supervisor (PEMS) for overall inspection oversight. The PEMS shall have, at least, six (6) years of Construction Supervision experience. One (1) PEMS for Road Construction. The PEMS shall have, at least, four (4) years of Construction Supervision experience. Experience with CRC Pavement and other PCCP is required. One (1) PEMS for Bridge Construction. The PEMS shall have, at least, four (4) years of Construction Supervision experience. Experience with all aspects of Bridge Construction is required. One (1) Project Administrator for Document Control. The Project Administrator shall have, at , four (4) years of Construction Supervision experience. Experience with Materials Records, Testing, and Change Orders is required. Up to Ten (10) Inspectors. Each Inspector must have, at minimum, three (3) years of highway construction experience and shall have passed all six of the Certified Technician Program Modules prior to being assigned to the project. As an aggregate, the Inspectors shall have had experience with bridge and pavement construction, earthwork, and storm drainage construction. The selected firm’s personnel shall work under an INDOT Area Engineer, Project Supervisor or their designee. INDOT will control the hours and staffing of these personnel who may be required to work up to 16 hours per day, nights, and during the winter season. It is expected that a number of operations between the contracts will overlap. At times, coordination between the inspection teams will be necessary to ensure that all operations are adequately staffed with respect to inspection, testing, and documentation. The CONSULTANT shall furnish all construction field testing equipment necessary to sample and test materials in accordance with INDOT procedures. The CONSULTANT shall furnish all necessary safety equipment needed for inspection and sampling and testing. The CONSULTANT shall provide personnel local to the area such that neither lodging nor subsistence expenses will be incurred. INDOT will not reimburse for any time or expense incurred in obtaining certifications at any time. The Letter of Interest (LOI) must specify the names of the Project Engineer(s)/Supervisor(s) and Project Inspector(s) who will be supplying the services on the construction contracts, and a map showing the approximate residential locations of these personnel must be provided in the LOI. Personnel identified in the LOI who are not full-time employees at the time of LOI submittal shall be identified with explanation of employment status. INDOT does not allow consultants performing work for the Contractor to be the prime consultant for inspection and does not allow these consultants to provide the Project Engineer/Supervisor services. See the INDOT Conflict of Interest Policy for more information. The INDOT Area Engineer and the CONSULTANT will schedule the Scoping Meeting within two (2) weeks of the Notice of Selection. The selected firm's fee proposal shall be due 15 calendar days after the scoping meeting for this RFP item. A field overhead rate will be used for this contract. Firms without audited field overhead rates may propose a field rate at the time of contract negotiation. This contract will utilize the INDOT eInvoice application.
